What is the difference between Boating Licence 1 and 2?

The difference between Sailing License 1 and Sailing License 2 is in the area you are allowed to sail. The boating license is also referred to as a Small Boating License. It is always followed by an I or II. This number refers to the Dutch sailing areas where you may sail with that license. Sailing license 1 allows you to sail on rivers, canals and small lakes. Sailing license 2 also allows you to sail on larger waters and coastal waters. Boat insurance is also mandatory in certain waters. On Alpina.nl we are happy to explain the difference!

Sailing licence 1

Sailing License 1 (also called Small Sailing License I) allows you to sail on rivers, canals and lakes. This license is suitable for (smaller) inland waters. Permit 1 also allows you to sail on the Gouwzee, which is part of the Markermeer. Exceptions are the Westerschelde and Oosterschelde, the IJsselmeer, the Markermeer, the IJmeer, the Eems and the Dollard. For these sailing areas you need Sailing License 2.

Sailing licence 2

Sailing License 2 is actually Sailing License 1 and 2 together. So you may not only sail on rivers, canals and lakes, but also on the larger waters and coastal waters. These are larger lakes and the sea, such as the Wadden Sea, IJsselmeer, Markermeer, IJmeer and the Oosterschelde and Westerschelde. An exception is the Gouwzee, which is part of the Markermeer. There you may sail with only permit 1. The North Sea is an exception to the aforementioned rules. You do not need a license to sail on the North Sea. For the seaports, however, you do need a license. So if you want to go to sea through the seaports, you will still need a license.

Obtaining a sailing licence 1 and 2 at the same time

You can get Sailing License 2 if you already have Sailing License 1, or if you take both exams at the same time. To get your boating license 2, you have to pass the KVB1 and KVB2 exams. You may choose to take both exams consecutively, or to take KVB1 first and then KVB2. You do not receive a boating license 2 until you pass both exams. Do you only pass KVB2? Then you cannot apply for a Permit 2 yet. Do you only pass KVB1? Then you can possibly already apply for boat license 1.

The exam for KVB1 costs €44.45 and the exam for KVB 2 costs €52.90. If you take both exams at the same time, it costs about €75. So you can save on costs this way. However, taking both exams at the same time is a big deal. There is a lot of complicated material involved. Think about whether you have the time to learn this much material in one sitting. Otherwise, you can also pass KVB1 first, before starting KVB2.
