New rules for e-steps starting July 1, 2025
From July 1, 2025, a license plate requirement will apply to special mopeds, which includes some e-steps. This means that new e-steps allowed on public roads must now have a license plate. For existing vehicles, there is a one-year transition period: owners must apply to the RDW for a license plate before July 1, 2026. The cost for this is €18 - the ministry pays the rest of the cost. The new license plate is blue and has the size 10×12 cm, with a registration number beginning with the letter E.
Only e-steps that are among the 17 "special mopeds" designated by the minister are already allowed on the road.

Can I use any e-step on the road?
No, only e-steps with RDW approval may be used on public roads. Please note the approval requirements as well as the registration requirement as of July 1, 2025.
What if my e-step is stolen?
