Do I need a boating license for my boat?
Have you just purchased a boat—for example, a motorboat, sailboat, or rowboat? If so, you might be wondering whether you need a boating license to take it out on the water. Of course, it’s important to have a solid understanding of the relevant laws, regulations, and safety precautions before heading out on the water. But are you also required to have a boating license, and if so , what kind of license do you need?
When you take out boat insurance, you’ll be asked if you have a boating license. Don’t have a boating license? That’s not always a problem, because you don’t need a boating license for every boat. Whether you need a boating license depends on the boat’s maximum speed and length. In addition, the rules vary by country. In the Netherlands, the rule is: if the boat can travel faster than 20 km/h, or if it is longer than 15 meters, you need a boating license.
When Is a Boating License Required?
In the Netherlands and Belgium, the rules regarding boat licenses are the same. In the rest of Europe, however, some countries have different rules. For example, in France, a distinction is made between sailing your own boat and renting a boat, and in Spain, Ibiza, and Mallorca, you generally need both Part 1 and Part 2 of the boat license.
Whether you need a boating license depends on two factors:
- The length of the boat
- The boat's maximum speed
Boat length
Whether you need a boating license depends, among other things, on the length of the boat. Anyone may operate a sailboat, rowboat, pedal boat, or canoe, provided it is less than 7 meters long. There is no age restriction for this. For boats between 7 and 15 meters, the operator must be at least 16 years old. For all boats longer than 15 meters, you need a boating license. In addition, the boat’s operator must be at least 18 years old.
If a boat is 14.95 meters long (and can’t go faster than 20 km/h), adults are allowed to operate it without a boating license. Of course, it’s very important to have sufficient knowledge and skill before taking such a large boat out on the water. It’s quite different from boating in a small rubber dinghy.
Horsepower boat
If you want to know whether you need a boating license, you don’t need to look at the boat’s horsepower. That doesn’t matter. What does matter is the boat’s maximum speed. If a motorboat can travel faster than 20 km/h, it’s considered a high-speed motorboat, and you’ll need a boating license. An inflatable boat with more than 5 PK can usually go faster than 20 km/h. That’s why you’ll still need a boating license for it.
A boat’s speed depends on various factors. For example, the boat’s construction, the shape of the hull, and its maintenance. The test measures how fast the boat can go at full throttle. If it exceeds 20 km/h, you’ll need a boating license. Once you’ve obtained your boating license, you’re allowed to operate any boat.
In the Netherlands, you need a basic boating license when you're boating with:
- A personal watercraft, jet ski, inflatable boat, or motorboat less than 15 meters in length that can travel faster than 20 km/h.
- A vessel between 15 and 25 meters in length that you do not use for commercial purposes.
- A commercial vessel between 15 and 20 meters in length.
- A tugboat or pusher used to tow, escort, or push a vessel with a length of up to 20 meters.

What is a speedboat?
High-speed motorboats are any boats capable of traveling faster than 20 kilometers per hour. This also applies to personal watercraft, jet skis, and inflatable boats, as long as the combination of the boat and its engine can travel faster than 20 kilometers per hour. To operate a high-speed motorboat, you must be at least 18 years old and hold a valid boating license. Your boat must also be registered with theNational Road Traffic Authority(RDW).
Risk of a fine
Even if you’re operating a boat shorter than 15 meters and are traveling slower than 20 km/h during a check—even though your boat is capable of reaching that speed and you don’t have a boating license—you risk a fine of €550. Furthermore, in the event of an accident, your insurance will not pay out if you don’t have a boating license. An inflatable boat with a motor of 5 pk or more can easily travel faster than 20 km/h.
Do you own a recreational boat less than 15 meters long and do not have a boating license? If so, we recommend that you check the maximum speed your boat can reach when combined with its engine.
