Scooter transfer: here's how it works
When you have purchased a scooter, as the new owner, you must have the license plate transferred to your name. This is also called transferring. Once the license plate is in your name, you will have to meet a number of obligations. These include paying road tax and getting scooter insurance.
After the transfer, you will receive the release certificate. This is a digital or written proof that the vehicle is no longer in the seller's name.
Where can I transfer a moped?
You can transfer a license plate in two ways: online or at a license plate counter, a PostNL location, an RDW inspection station or an RDW counter.
Scooter transfer at the registration desk
You can also register a vehicle at the license plate counter. You are bound to the opening hours of the license plate office, but in more and more places you can also register on Sundays and evenings. Don't forget to bring valid identification.
Scooter online transfer
To transfer a scooter online, you need the DigiD app and a phone with an nfc chip reader. The chip reader allows you to perform a one-time identity check.
Phones with a chip reader are all Android smartphones with version 7.0 or higher or an iPhone model 7 or higher and iOS version 13.2.
Nowadays, all Dutch passports and identity cards contain a chip. A Dutch driver's license issued after Nov. 14, 2014 also contains a chip.
In addition, you need the registration card and the registration code. With a paper registration certificate, online transfer is not possible.
Terms and conditions scooter transfer
To transfer a scooter, you must be 16 years of age or older and live in the Netherlands. You must have a complete and valid registration certificate (registration card with registration code, or the old paper certificate) and a valid ID.
Requirements for transferring a scooter
To transfer a scooter, you need the following documents:
- A valid proof of identity: a Dutch passport, driver's license or identity card
- Registration certificate: the original registration certificate (part 1B) and transfer certificate part 2 (for scooters from 1996 to 2004) or part 3 (for scooters from 1995 or older) or the registration card and full registration code
The registration code consists of 2 parts. Part 1 of the registration code has 4 digits and is on the registration certificate. Part 2 of the registration code has 5 digits and is attached to the registration card. You will receive the second part of the registration code by mail.
A paper registration certificate does not include a registration code.
Step-by-step scooter transfer process
Transferring a scooter works as follows:
- Get the necessary documents from the seller.
- Bring these documents including a valid ID to a license plate counter, a PostNL location, an RDW inspection station or an RDW counter.
- Pay the fees
- The employee puts the vehicle in your name, and you receive a registration report and the indemnification certificate. You give the indemnification certificate to the seller so he can prove that he is no longer responsible for the vehicle.
- From this point on, the buyer is liable for the obligations associated with having a scooter in his or her name, such as purchasing at least third-party insurance.
- The seller may scooter insurance cancel or temporarily stop it and reactivate it when you have purchased another scooter.
Do you transfer the moped online? Then you will receive three emails from the RDW. The first e-mail is a confirmation of your application.
The second email says your vehicle has been transferred.
The third e-mail contains the link to the indemnification certificate and the registration report. This also contains part 1 of the registration code. You will receive the 2nd part of the registration code by mail along with the registration card.

Transferring a scooter usually costs €10.75. You pay these costs at an RDW-approved registration desk, such as a post office or car dealership. When transferring online through the RDW, you pay the same amount.
When should a scooter be transferred?
A scooter must be transferred the moment ownership changes. This happens, for example, when a scooter is bought or sold. The scooter must be transferred to the new owner's name immediately, otherwise it may not be ridden.
Can I put a scooter in my name without a registration certificate?
No, it is not possible to transfer a scooter without a valid registration certificate. You need at least the registration certificate (registration card) and the registration code. Without these documents you cannot register the scooter in your name. Lost the license plate? Then you must first apply for a new license plate at the RDW.
What happens if I don't transfer a scooter on time?
If you don't transfer a scooter on time, you risk a fine. The previous owner remains responsible for taxes, insurance and any fines until the scooter is officially transferred. This can lead to unnecessary costs and legal problems.
How long does it take to transfer?
Transferring a scooter is usually done immediately. When transferring via an RDW office or online, you will receive immediate confirmation. The new registration card will be sent by mail within a few working days.
Does the buyer or seller have to transfer the scooter?
The buyer is responsible for transferring the scooter. The buyer is the one who arranges the transfer.
The seller must make sure to provide all the necessary documents and verify that the scooter has actually been transferred, such as through the RDW website.
