MMBS licence plate

A Limited Speed Motor Vehicle (MMBS) is a vehicle with a maximum speed of 25 km/h or 45 km/h. Prior to 2021, an MMBS was exempt from registration requirements, but recently, registration requirements have been extended to (agricultural) construction vehicles, including the MMBS. MMBS registration obligation since 1 January 2021

Although an MMBS was previously exempt from registration, there are new rules for driving an MMBS on public roads since January 1, 2021. These new rules mean that a MMBS must be registered and thus get a license plate. It concerns certain types of MMBS that have a maximum construction speed of more than 6 km/h and drive on public roads.

MMBS licence application

On the RDW website you can register your MMBS. To do this, you must log in with your DigiD. Keep some information about the vehicle handy, such as the Vehicle Identification Number (VIN), make and trade name of the vehicle and the year of construction. After you have paid the €18 fee via iDeal, you will receive a confirmation email from the RDW. After the application has been approved, you will receive the registration certificate within 20 working days. One working day later you will receive the registration code.

MMBS licence plate transfer

If you bought an MMBS, the owner must have the license plate transferred to your name. We call this transfer. How the transfer is done depends on where you bought the MMBS. This may be another private individual, for example, but also a legal entity or a company recognized by the RDW. You can arrange the transfer online, but also at a license plate counter, RDW inspection station or an RDW desk.

Registration plate MMBS

Although an MMBS now has registration and license plate requirements, not all MMBSs are required to have a license plate. Your MMBS must have a license plate if:

  • Driving faster than 25 km/h

If your MMBS does not exceed 25 mph, a license plate is not required until Jan. 1, 2025. As of Jan. 1, 2025, all vehicles will have a license plate requirement.

MMBS without licence plate

The MMBS registration requirement is for vehicles put into service before Jan. 1, 2021. If you register your MMBS before Jan. 1, 2022, your vehicle does not need to be inspected.

While waiting for your registration certificate and registration code, you can drive your MMBS as usual. It is important, however, that you take a moment to check the vehicle requirements after registration. For example, do you need a license plate? Then you must make sure that you purchase this from a license plate manufacturer recognized by the RDW.
