Transferring Ownership of a Scooter: Here's How It Works

Once you’ve purchased a scooter, as the new owner, you must have the registration transferred to your name. This is also known as a transfer of ownership. Once the registration is in your name, you must fulfill a number of obligations. These include, for example, paying road tax and purchasing scooter insurance.

After the transfer, you will receive the certificate of release. This is digital or written proof that the vehicle is no longer registered in the seller's name.

Where can I transfer ownership of a moped?

There are two ways to transfer a license plate: online or at a license plate office, a PostNL location, an RDW inspection station, or an RDW service counter.

Transferring Ownership of a Scooter at the Vehicle Registration Office

You can also transfer a license plate at the license plate office. While you’ll be limited to the office’s hours of operation, more and more locations now allow you to transfer a license plate on Sundays and in the evenings. Don’t forget to bring a valid form of identification.

Transfer Ownership of a Scooter Online

To transfer ownership of a scooter online, you'll need the DigiD app and a phone with an NFC chip reader. The chip reader allows you to perform a one-time identity verification.

Phones with a chip reader include all Android smartphones running version 7.0 or higher, or an iPhone model 7 or higher running iOS version 13.2.

Today, all Dutch passports and ID cards contain a chip. Dutch driver’s licenses issued after November 14, 2014, also contain a chip.

You'll also need the vehicle registration card and the registration code. If you have a paper registration certificate, you cannot transfer ownership online.

Requirements for Transferring Ownership of a Scooter

To transfer ownership of a scooter, you'll need the following documents:

• A valid form of identification: a Dutch passport, driver's license, or ID card
• Vehicle Registration Certificate: the original certificate of registration (Part 1B) and the transfer certificate (Part 2 for scooters from 1996 through 2004 or Part 3 for scooters from 1995 or earlier) or the registration card and the complete registration code

The registration code consists of two parts. Part 1 of the registration code has four digits and is listed on the registration report. Part 2 of the registration code has five digits and is included with the vehicle registration card. You will receive the second part of the registration code by mail.

A paper vehicle registration certificate does not include a registration code.

Step-by-Step Guide to Transferring Ownership of a Scooter

Here's how to transfer ownership of a scooter:

1. Request the necessary documents from the seller.
2. Bring these documents, along with a valid form of identification, to a vehicle registration office, a PostNL location, an RDW inspection station, or an RDW service counter.
3. Pay the fees
4. The employee will register the vehicle in your name, and you will receive a registration report and a certificate of release. Give the certificate of release to the seller so that he can prove he is no longer responsible for the vehicle.
5. From this point on, the buyer is responsible for the obligations associated with owning a scooter, such as obtaining at least third-party liability insurance.
6. The seller can cancel or temporarily suspend the scooter insurance and reactivate it once you’ve purchased another scooter.

Are you transferring ownership of your moped online? If so, you'll receive three emails from the RDW. The first email is a confirmation of your request.

The second email states that your vehicle has been transferred.

The third email contains the link to the certificate of clearance and the registration report. It also includes the first part of the registration code. You will receive the second part of the registration code by mail, along with the vehicle registration card.
