The insurer has no insight into your criminal record, so if you do not report it to them, they know nothing about your criminal past and cannot make a proper risk assessment. Insurers ask about your criminal record in order to understand how trustworthy you are as an insured person. When an insurer does or does not accept a car insurance, the insurer tries to estimate the amount of moral risk.
