Health care premium rises again in 2025

Health care premiums are rising again in 2025. The average monthly premium for basic insurance is expected to be € 158.33, a substantial increase from the € 147.34 we paid on average in 2024. Experience has taught us by now that this increase of over €10 per month is not a one-time event; premiums are also likely to continue to rise in the coming years.

What causes the higher premium? 

Shortly before Budget Day, the first reports about the new budget already appeared. These showed that the calculation premium in 2025 is estimated to be € 1900 per year. This calculation premium is a government estimate and indicates the minimum amount of money needed to cover all healthcare costs in the Netherlands. Health insurers use this as a guideline when determining their own premiums, but the final premium may vary from one insurer to another.

The main reasons for rising premiums are:

Higher healthcare costs

Medical treatments and drugs are becoming increasingly expensive.

Rising wages and inflation

Healthcare personnel must be paid well, which increases overall healthcare costs.

Aging

An increasing elderly population creates a greater demand for care.

So how much one will actually pay next year depends on the health insurer. Some insurers may decide to draw on their financial reserves to limit premium increases for their customers. So it pays to compare different insurers carefully.

Own risk remains the same for now

Good news: the standard deductible will remain € 385 per year in 2025. However, there are plans to lower this amount to €165 in 2027. The idea behind this is that people will then be more inclined to use care. On the other hand, this could also lead to even higher health care premiums due to more use of health care facilities. Moreover, in an already tight labor market, the question arises where the extra care personnel will come from.

What will change in the basic package in 2025?

  • Exercise therapy for rheumatoid arthritis and COPD is covered. 
  • First interviews at mental health facilities are added, to reduce wait times. 
  • Counseling for prenatal screening disappears from the basic package. 
  • Conditions for rehabilitation care for the elderly are relaxed. 
  • Oral surgery for orthodontics is covered for severe growth disorders. 

Keep in mind that care from the basic package is often still subject to a deductible.

How do you keep healthcare costs under control? 

With the expected increase in health care premiums, many people are concerned about the affordability of their health insurance. Although the health care supplement for lower incomes will increase, this does not cover the entire increase in premium. Therefore, it is wise to take a critical look at your current health insurance. Consider, for example:
